Further to the Xchanging market communication 2017/071 released 5 September 2017, this communication summarises the changes being delivered by the ECF Binders project, which will impact CWS (Claims Workflow System) and CWT (Claims Workflow Trigger). These changes were presented at the ECFUG meeting on 11 January, where the changes were agreed in principle. The ECF Binders project is currently planned to go live toward the end of 2018, post the delivery of IMR upgrade to Filenet.

CWT Version Changes
– The current available version of CWT in production is v1.0. This will continue to be available up until the implementation of the ECF Binders project, at which point it will be withdrawn.

– A secondary CWT version, v1.1 was delivered to production in the December 2017 strategic release and is available to Carriers on request.

– The ECF Binders project will deliver a further version of CWT, v1.2 which is expected to be available Q4 2018.

Functional CWT changes in v1.1Following delivery of the December 2017 strategic release, CWT customers have the option to migrate from existing CWT version 1.0 to the new version, 1.1. This version provides Carriers with the enhanced event information resulting from queries raised in PbS via the new Query Portal process, enabling users to triage the claim internally based on the PbS Issue Description and/or UCR. A URL link that directs the user to the PbS Online Query Portal is also provided.

What does this mean for CWT Users?
– On receipt of the updated CWT notifications, the user will need to log on to the PbS Online Portal to view the full query details.

– The User is able to click on the URL link included within the message. If the User has an SSO (Single Sign On)/ECF2 session already logged in, they will be taken directly to the query.

– If an SSO (Single Sign On/ECF2 session is not already running, the user will need to log in and then either search using the PbS Query ID or click on the URL link to be taken directly to the query.

What does this mean for CWS Users?
CWS will also consume the CWT messages referred to above allowing the user to respond to these events from within CWS via amended functionality.

Functional CWT changes being delivered in v1.2 – Q4 2018
The ECF Binder project will enable the electronic processing of Co-Lead Binders which represents a significant volume of claims out of scope within ECF, and improve efficiencies in the processing of Master Covers, Individual Outside Authority Claims, Cash Losses and Loss Funds. The new version 1.2 of CWT being introduced with the ECF Binders project will provide Carriers access to the enhanced data enabling explicit identification of Binder Claims, simpler navigation and improvements in the claims handling process via the linking of outside authority claims and their relation to a bordereau claim, provisions for the Carrier to view group wide status of the claim and enable improvements in the tracking and management of Loss Funds.

The ECF Binders project will also deliver associated changes to CWS, including updates to the Search Results Screen, Claims Awaiting Action List, Claims Responded To List and Work Item Details Screen.

What does this mean for CWT/CWS Users?
The changes in version 1.2 of CWT represent a structural change in the CWT message format, in comparison to versions 1.0 or 1.1. Customers who therefore wish to benefit from these changes, will need to make appropriate changes to their own systems in order to consume the v1.2 message format.

By making the changes listed above, Carriers will be able to secure the benefits of the ECF enhancement project, which relates to Lloyd’s Bureau submissions (ILU and LIRMA bureau submissions will continue to function in the existing way).

In summary, this will mean:

1) Co-Lead Binders are now in scope

2) Clarity and better management of Master Cover Binders

3) Ability to identify Binder Claims as either Bordereaux, Individual Outside Authority (IOA) or Loss Funds. Ability to further sub-classify Loss Funds and IOAs (for example as an Individual Cash loss)

4) Ability to link claims together that need to be settled as a group or linked bordereau – IOA settlements

5) Management of claim financials across linked bordereau and IOA claims

6) Processing of Veritcalised, Multi OSND, Layered programme structures

Migration Approach
DXC support two concurrent versions of CWT in production. The introduction of a third CWT (version 1.2) providing the Carriers with ECF Binders data will therefore result in CWT users needing to move from the current v1.0 available in production and adopt either v1.1 or v1.2.

Existing CWT v1.0 customers are therefore invited to nominate which version they wish to migrate to. If no version is nominated then DXC will by default migrate customers from v1.0 to v1.1.

Given there has been no structural change to the CWT v1.1 message, no technical impact is expected on existing CWT v1.0 customers migrating to v1.1. Customers are however advised to review the v1.1 functionality available and ensure their systems can consume the additional fields delivered in this version. Confirmation that there will be no impact, will be tested as part of the Market Acceptance Test (MAT) phase of the ECF Binders project.

Customers who wish to benefit from the additional changes being delivered by the Binders project and migrate to CWT v1.2, will need to make changes to their systems to do so. It is therefore recommended that these customers participate in the ECF Binders MAT phase.

Market testing for the ECF Binders project is currently scheduled to run throughout May, June and July 2018.

Supporting Information
This advanced notification is to provide the necessary detail for Carriers and their Software Providers to select a preferred CWT version (V1.1 or V1.2). Organisations will need to assess the development change required to consume the upgraded versions.

The full specification detailing the changes in CWT v1.1, v1.2 and CWS have been made available on the ECF Website (www.ecfinfo.com/technical ) and are also attached to this Market Communication.

Next Steps
All organisations using the CWT and CWS services are encouraged to review the updated specifications and user guides, in order to determine whether there is any impact on their own systems.
